About Us

In order to guarantee the implementation of the Management Plan, and the effectiveness of the projects and actions it includes, a more structured and effective management of the Site has been necessary.
To guarantee a unitary vision that will remain unmarred by possible changes in political leadership over the long term, or varying schedules of implementation for separate parts of the project, pre-requisites are as follows:

- co-ordination of actions, ensuring uniformity across actions of parties marked by different areas of expertise;
- common policies to create synergies among different sectors and strategies;
- pooling of resources to obtain necessary support for the implementation of planned actions;
- sharing and complementing various types of expertise and respective areas of responsibility to increase efficiency.

STORY OF THE NETWORK AUTHORITY

The individuation of the most suitable legal form to carry out the necessary coordination and to govern the Network “Italia Langobardorum” is initially discussed during the meeting of the stakeholders of the nomination held in Benevento on 8th October 2007.

In the subsequent meeting held in Spoleto on 6th and 7th May 2008 the opportunity that stakeholders of each Place of the Site-network can indicate their representatives is agreed on, so that a first pro-tempore network Authority that has the task of taking shared decisions on the objectives and actions envisaged by the Management Plan can be set up.
Hereinafter are the subsequent constituent steps:

Rome, September 8th 2008, by MiBAC (Ministry of Cultural Heritage and Activities)
The establishment of the pro-tempore Network Authority is formalized by MiBAC.
The pro-tempore Network Authority will remain in charge until the definition of the legal form of the associative structure of the Network.
The institutional tasks of the pro-tempore Network Authority have been listed as follows:
a) elaboration of a proposal of the legal form for the constitution of a reality that represents all the stakeholders of Italia Langobardorum, and related Articles of Association
b) establishment of working groups on matters concerning the development of the Network

Brescia, February 9th 2009
The representatives identify the legal form for the definitive structure in the form of “association”, founded by the representatives of the Municipalities of the Site, participated by all the stakeholders. Still in Brescia, the Articles of Association of the association is defined.

Spoleto, June 5th 2009
The representatives of the Municipalities of the Network establish the Association Italia Langobardorum with registered office in Spoleto at the Palazzo Comunale

Spoleto, September 1st 2009 / Rome, October 6th 2009
Decisions about: definition of the notion “member” (Founder – Regular –Supporting); initial shares of founder members; subscription dues (criteria: subsidiarity, proportionality); annual membership fees for different kinds of members: system for the annual rotation of the Chairmanship and individuation of the incoming chairman.

BIRTH OF THE ASSOCIATION “Italia Langobardorum

The Association “Italia Langobardorum” – which is a non-profit organization and which, in subsequent phases, can be joined by the stakeholders of the nomination that signed the agreement with MiBAC on 9th January 2008 – has taken upon itself the task of coordinating the “system” that was previously, since 2008, coordinated by the so-called “pro-tempore network Authority” (set up in September 2008).

In the last phase and on the basis of an appropriate regulation, also third parties (institutions, cultural organizations, universities and recognized associations) with specific competences for the development of the “network” will be able to join the Association.

THE NETWORK SYSTEM

Therefore the “network system” of the nominations is coordinated by the Association “Italia Langobardorum”, which is set up in June 2009 in Spoleto among the Municipalities that submitted the candidature (Cividale del Friuli, Brescia, Castelseprio-Gornate Olona, Spoleto, Campello sul Clitunno, Benevento, and Monte Sant’Angelo), while the technical-scientific coordination remains to the officer appointed by the Ministry of Cultural Heritage and Activities (MiBAC).
The registered office of the Association Italia Langobardorum is Spoleto, at the Palazzo Comunale.

The Chairmanship and Vice-Chairmanship of the Association are yearly assigned by rotation by the Executive Board. The duration of offices is one year.
